Error in resolution ceases vote

Due to an error in last week’s proposed resolution on chartering campus organizations, United Student Government (USG) did not vote on the resolution during last week’s meeting.

Members also met with representatives from local churches to discuss a possible partnership to bring religious officials on campus to get involved with students.

Two weeks ago, USG members were given a copy of a proposed resolution that would charter 13 campus organizations. Voting on the resolution was halted when the panel learned that several organizations listed were already chartered, such as WPPJ and The Globe.

After Friday’s meeting, USG President Carl Zappa III said the panel was made aware of the error from members after the Jan. 30 meeting.

“Some organizations … listed in the resolution are already chartered [by USG],” Zappa said, acknowledging there was a mistake in the resolution he proposed last week.

Zappa said the organizations already chartered would be removed from the resolution before the senate votes.

The title of the resolution Zappa proposed is “Honorary Chartered Organizational Recognition.” The word “honorary” to bypasses the chartering process outlined in USG’s by-laws, which state, “A group wishing to be charted shall submit its proposed charter to the Rules Committee.”

Zappa said the traditional rules on chartering do not apply, and USG can grant organizations honorary recognition as a chartered group, rather than traditional recognition as a group, to receive funding from USG.

“With these organizations, that process is void because they are already functioning,” Zappa said when questioned about the process in USG’s by-laws.

The title, Zappa explained, does not conflict with USG by-law 602.5: “No organization shall be simultaneously chartered and recognized by the USG.”

Chartered organizations “are not eligible for USG funding,” according to USG by-laws, but recognized organizations, “shall be eligible for funding.” Zappa said that the word “recognized” in the proposed resolution’s title has nothing to do with USG recognition in the traditional sense, and the newly recognized chartered groups will not be USG-funded.
