USG announces budget numbers and considers tier system

After the financial committee announced a $50,000 budget for the semester, the legislative body spent much of Monday’s meeting discussing a possible tier ranking system for club budgets.United Student Government executives and senators discussed what the tier system would mean for the future of the club and the student body as well as the positives and negatives.The budget was raised from last year’s amount of $46,965 for the Spring semester, treasurer Evan Schall said. The budget is contingent on students’ activity fees, of which USG gets 11 percent.In the opinion of Treasurer Evan Schall, who put together the club budget data from the past two years to map trends in club spending, the tier system should be an internal reference only.“The tier system simply shows us what clubs have been spending their money and therefore will help finance committee and legislative body make more educated decisions as far as funding is concerned,” Schall said in an email correspondence on Monday night.Schall’s goal would be to make the best use of the budget money to meet student needs.Schall brought it to the attention of the legislative body that many clubs do not spend all the money that USG allocates to them, with some clubs under spending in amounts of hundreds of dollars in the spring semester of 2012.“If everyone spends their money it’s fine, but if they don’t, we could have allocated those unspent funds to a different club that would have spent them and therefore better benefitted the student body,” Schall said.The tier system would rank clubs by the how much money they had leftover at the end of the semester to help the financial committee gauge which clubs reliably used all their funding and which clubs did not.“The goal is that these clubs spend all the money that we give to them,” Ian Sulkowski, USG president, said while addressing the student body during the meeting.Sulkowski stressed to the legislative body that the ranking system would not be a way of qualifying clubs worth but rather looking at quantitative financial data.Dean of Students Keith Paylo voiced his concerns about the possible tier system during the meeting. He admitted that he did not look into the tier system in depth, but he said that it could hurt the student body by making it even more difficult for clubs to get funding by USG, or discouraging clubs to improve.“Try to eliminate the barriers rather than create the barriers,” Paylo said during the meeting. “It’s too darn hard to get money off you all and yet [clubs] have to read in the student newspaper that there are X,Y,Z dollars  left after each semester. That shouldn’t happen. My goal is, and I’m sure Brad’s [opinion] is also at Student Activities, how much do these student organizations bring to the quality of life of the students.”Paylo also said that he thinks there should be a way of evaluating clubs based on the success of their events and what they are doing for the student body.According to Sulkowski, whether or not clubs spend all their money is the only measure that USG has right now of a club’s success.“We control funding and funding alone of clubs,” Dillon Kunkle, USG vice president, said, echoing the President’s sentiments.There was no consensus made during the meeting about the tier system.
